ENHAnce Indonesia - Expanding National Humanitarian Ability






When a humanitarian emergency strikes, national staff are essential to implement a quick and appropriate response.  Many of these staff will have little or no humanitarian training or experience
and so they might not be able to transfer their skills to the emergency context effectively. 

ENHAnce aims to:
1.       Develop core humanitarian skills and leadership competencies of existing staff at national level
2.       Build a network of humanitarians who can work effectively together to improve overall speed and quality of response for disaster affected people.

Two separate programmes are being run : 
1.       Management & Leadership Skills Development Programme
A Nine-month on-the-job programme for national staff who are currently mid-level managers or team leaders. It examines key aspects of management and leadership in emergency situations.
2.       Core Skills  Development Programme
A Six-month on-the job programme for national staff introducing the key concepts and skills of humanitarian programming

The Core Humanitarian Competencies Framework












Both of the ENHAnce programmes have been designed based on the Core Humanitarian Competencies
Framework, which was agreed by 15 international agencies. The Framework defines core behaviors under each of the headings shown in the graphic opposite.

What makes ENHAnce uniquely effective?
1.       People in Aid an NGO specializing in organizational effectiveness, has led the design and piloting of the programme, with input from senior staff from a number of organizations.
2.       The programmes have been built using the best of existing staff development materials sourced from across organizations, and good practice from beyond the humanitarian sector.
3.       The ENHAnce Programmes build upon the experience and learning of the CBHA pilot programmes that have run in four locations – Horn of Africa, Bangladesh, Bolivia and Indonesia.
4.       They have been tailored to the specific local context, taking into account the local disaster context, competency base and suitable learning methodologies, amongst other factors.

Core Skills Development Programme
Programme overview
ENHAnce is an ECB initiative to build the humanitarian capacity of national staff. The Core Skills Development Programme is a 6-month on-the job programme introducing the key concepts and skills of humanitarian programming. There are a total of 20 participant places on the Core Skills Development Programme in Indonesia.

Programme Objectives
On successful completion, participants will be able to demonstrate:
1.       Knowledge and understanding of the humanitarian system and standards
2.       Confidence and ability to apply humanitarian principles and standards to the country context in which you work
3.       A range of practical skills to deliver timely and quality humanitarian programmes
4.       Ability to manage yourself in a highly pressured and changing environment
5.       A tangible plan for your ongoing development and contribution to overall team approach, and a commitment to continuous learning.

Who is the programme for?
1.       Eligible organizations
A wide range of organizations are being asked to nominate candidates, including the ECB agencies, other international organizations, local organizations and government. International organizations are encouraged to nominate staff from key partner organizations, as well as their own staff.

2.       Participant criteria
The Core Skills Development Programme has been specifically designed for the particular profile of participant described here. The experience of the CBHA Pilot Programme has shown all candidates must match this profile well to ensure that each candidate benefits personally and that the group learning atmosphere is as positive as possible.

Criteria for participants in this programme:
1.       National staff (i.e. not on international contract)
2.       Working in any programme area or support function
3.       No/limited humanitarian experience  and limited humanitarian training
4.       Able to use English, which will be the working language for the programme
5.       Personal commitment to take on role in a humanitarian response
6.       Expected by their organization to play a key role in a future humanitarian response
7.       Willingness to learn new knowledge and skills and to develop potential to take on a new humanitarian role
8.       Commitment to attend all modules and engage fully in the process
9.       Current contract lasting at least the full duration of the programme (until the end of 2012) and their organization is keen to keep and develop them
10.   The Core Skills Development Programme is for staff who are not currently managers or team leaders –  staff who do manage people in their current role should not apply for this programme and should instead apply for the Management & Leadership Skills Development Programme.
11.   Please note also that selection will consider the practicality of the applicant’s current location for participation in residential events
